What to do when Excel Conditional Formatting is disabled and not working

Sometimes I don't see conditional formatting in Excel. I looked it up and it seems that if you set up an excel file as a shared document for shared editing by multiple people, conditional formatting is disabled and doesn't work (for Office 2010, I think; for lower versions it disappears from the menu altogether). There's a related comment that suggests implementing it as a macro in such cases.

How to Fix Mac Calculator '=' Button Not Showing Up

In Mac calculators, sometimes you see a button that says "Enter" instead of the "=" button (see below). This can be frustrating, as pressing the Enter key will not result in a correct calculation.
